The state of play: The Euro-Mediterranean Partnership meets
the European Neighbourhood Policy
In 1995 the Barcelona Process was launched. Ten years after,
EU Institutions, Member States, Mediterranean Partner Countries,
NGOs and research centres are participating to its expected
review - due to take place in Barcelona in November 2005 -
by presenting studies and by elaborating proposals designed
to strengthen the Euro-Med dialogue. Convinced of the importance
of a reinforced regional framework in which such a dialogue
can effectively take place, the European Institute for Research
on the Middle East wishes to carry out a study which purports
to analyse the possible political and institutional options
for a strengthened multilateral partnership between the EU
and the countries of the Mediterranean and the Middle East.
We herein present some preliminary observations which are
intended to introduce the debate and to encourage intrerested
